{"id":15,"date":"2013-03-15T02:35:15","date_gmt":"2013-03-15T12:35:15","guid":{"rendered":"https:\/\/dlnreng.hawaii.gov\/nfip\/?page_id=15"},"modified":"2025-09-30T12:20:00","modified_gmt":"2025-09-30T22:20:00","slug":"floodmaps","status":"publish","type":"page","link":"https:\/\/dlnreng.hawaii.gov\/nfip\/floodmaps\/","title":{"rendered":"Flood Maps"},"content":{"rendered":"<h2><strong><span style=\"text-decoration: underline;\">WHAT IS A FLOOD MAP?<\/span><\/strong><\/h2>\n<p>Flood maps are an important part of the National Flood Insurance Program (NFIP) as it show a community\u2019s risk of flooding.\u00a0 Specifically, flood maps show a community\u2019s flood zone, floodplain boundaries, and base flood elevation.\u00a0 These regulatory flood maps are called a Flood Insurance Rate Map.\u00a0 FEMA maintains and updates the flood hazard data through risk assessments, which are used to revise the Flood Insurance Studies (FIS) and Flood Insurance Rate Maps (FIRMs).<\/p>\n<p>Property owners, insurance agents, lenders, design professionals, and government officials are among the many NFIP stakeholders that utilize the FIS and FIRM maps:<\/p>\n<p style=\"padding-left: 40px;\"><em>&#8211;\u00a0 as a basis of determining applicable floodplain management regulations for development within the floodplain;\u00a0<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>&#8211;\u00a0 to determine flood insurance requirements and policy premiums; and<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>&#8211;\u00a0 to help guide mitigation actions to reduce future exposure to flood risk .<\/em><\/p>\n<h2><\/h2>\n<h2><strong><span style=\"text-decoration: underline;\">HOW TO VIEW AND OBTAIN THE FIRM MAPS<\/span><\/strong><\/h2>\n<p>The Department of Land and Natural Resources has developed and maintains the Hawaii Flood Hazard Assessment Tool (FHAT). The FHAT is an informational map viewer that displays FEMA&#8217;s Geographic Information Systems (GIS) version of the FIRM map.\u00a0 User can search by area of interest, address, TMK number, stream or watershed name, and by a specific Letter of Map Change (LOMC).<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/fhat.hawaii.gov\/\" class=\"su-button su-button-style-default\" style=\"color:#FFFFFF;background-color:#2D89EF;border-color:#246ec0;border-radius:5px\" target=\"_self\"><span style=\"color:#FFFFFF;padding:0px 16px;font-size:13px;line-height:26px;border-color:#6cadf4;border-radius:5px;text-shadow:none\">  <strong>FLOOD HAZARD ASSESSMENT TOOL<\/strong><\/span><\/a>\n<div>\n<p><strong>GIS and Other Products<\/strong><\/p>\n<\/div>\n<div id=\"preliminary\" class=\"fema-heading\">\n<p style=\"padding-left: 40px;\"><a href=\"http:\/\/msc.fema.gov\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline; color: #0000ff;\">FEMA FLOOD MAP SERVICE CENTER (MSC)<\/span><\/a><\/p>\n<\/div>\n<p style=\"padding-left: 40px;\">The\u00a0FEMA Flood Map Service Center (MSC)\u00a0is\u00a0the\u00a0official online\u00a0location to find all flood hazard mapping products created under the NFIP, including your community\u2019s flood map.<\/p>\n<p style=\"padding-left: 40px;\"><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/hazards.fema.gov\/femaportal\/prelimdownload\/\" target=\"_blank\" rel=\"noopener noreferrer\">PRELIMINARY FLOOD HAZARD DATA<\/a><\/span><\/p>\n<p style=\"padding-left: 40px;\">Preliminary flood hazard data provide the public an early look at their home or community\u2018s projected risk to flood hazards. Preliminary data may include: new or revised Flood Insurance Rate Maps (FIRM), Flood Insurance Study (FIS) reports, and FIRM Databases.<\/p>\n<p style=\"padding-left: 40px;\"><a href=\"https:\/\/hazards-fema.maps.arcgis.com\/apps\/webappviewer\/index.html?id=8b0adb51996444d4879338b5529aa9cd\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\">NATIONAL FLOOD HAZARD LAYER<\/span><\/a><\/p>\n<p style=\"padding-left: 40px;\"><a href=\"https:\/\/www.fema.gov\/flood-maps\/tools-resources\/flood-map-products\/national-flood-hazard-layer\" target=\"_blank\" rel=\"noopener noreferrer\">National Flood Hazard Layer<\/a> is a geospatial database made from effective flood maps and Letters of Map Change (LOMC) delivered to communities.<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><a href=\"https:\/\/dlnreng.hawaii.gov\/nfip\/wp-content\/uploads\/sites\/11\/2015\/01\/How-to-Find-Your-FIRM-and-Make-a-FIRMette.pdf\">How to Find Your FIRM and Make a FIRMette<\/a><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><span style=\"text-decoration: underline;\"><strong>CAN I CHANGE MY FLOOD ZONE DESIGNATION?<\/strong><\/span><\/h2>\n<p>If you believe your property was incorrectly identified in a Special Flood Hazard Area (SFHA) on the FIRM, you may submit an application to FEMA for a formal determination of the property&#8217;s location and\/or elevation relative to the SFHA. This is called a <strong>Letter of Map Change (LOMC)<\/strong>\u00a0request.<\/p>\n<p id=\"documents\">After FEMA reviews the map change request, it will issue a\u00a0<strong>determination document<\/strong>, either approving or denying the map change. There are two types determination documents you can seek in your LOMC request.<\/p>\n<ul>\n<li><strong>Letter of Map Amendment (LOMA):<\/strong>\u00a0A letter from FEMA stating that an existing structure or parcel of land \u2014\u00a0<em>that is on naturally high ground and has\u00a0not\u00a0been elevated by fill<\/em>\u00a0\u2014 would not be inundated by the base flood.<\/li>\n<li><strong>Letter of Map Revision Based on Fill (LOMR-F)<\/strong>: A letter from FEMA stating that an existing structure or parcel of land\u00a0<em>has been elevated by earthen fill<\/em>\u00a0and would not be inundated by the base flood.<\/li>\n<\/ul>\n<p>If FEMA grants the map amendment or revision request, a property owner may request that their lender remove the federal flood insurance requirement.
